Systems Leadership is an organizational structure and process engaging all staff in improving student learning. It accomplishes that by improving the quality of instruction and professional life, embedding expertise throughout the organization and establishing norms that support evidence-based decision-making, innovation, and responsibility for student learning. Systems leadership provides concrete strategies to establish a guiding coalition that is inclusive of both formal parts of the organization as well as informal social networks within a school. It mobilizes all of the staff to serve on action teams systematically integrated into the leadership team.Rather than relying on a few "expert" practitioners, Systems Leadership imbeds expertise in six core areas (technology, instruction, professional development, parent and community partnerships, school culture and climate, and data analysis) within each formal part of the organization (grade level or department). At the same time action teams established in these same core areas create cross-cutting ties-an important source of innovation in most organizations. Systems Leadership provides a variety of channels for developing professional learning communities and, consequently, reduces the likelihood that new teachers will leave a school.
