Author Biography

Alexander Solomonovich Mikhlin is a Senior Scientific Associate with the All-Russian Scientific Research Institute of the Ministry of Internal Affairs of the Russian Federation and a member of scientific-advisory councils in the State Duma and the Soviet of the Federation of the Federal Assembly of the Russian Federation and the Supreme Court of Russia.
