Author Biography

MICHAEL A. PAGANO is Professor and Director of Public Administration at the University of Illinois at Chicago and is co-editor with Susan Clarke and Gary Gaile of Urban Affairs Review. He has published numerous articles and books on urban finance, capital budgeting, federalism, transportation policy, infrastructure, urban development and fiscal policy; his latest coauthored book with Ann O'M. Bowman is entitled Terra Incognita: Vacant Land and Urban Strategies (2004). Since 1991, he has written the annual City Fiscal Conditions report for the National League of Cities.

ROBERT LEONARDI, Director of the Economic and Social Cohesion Laboratory, European Institute, London School of Economics, has been engaged in research on the politics and policies of the European Union, with a special emphasis on cohesion policy and the single market. His latest publication is Cohesion Policy in the European Union: The Building of Europe.
