Author Biography

Dr. Max Smeets is a leading expert in cyber conflict and security, holding research positions at ETH Zurich, RUSI, and Stanford CISAC. He is the author of Threat to National Security and No Shortcuts: Why States Struggle to Develop a Military Cyber Force. His other works include co-editing Deter, Disrupt or Deceive and Cyberspace and Instability. Max also co-leads ECCRI and serves as Managing Editor of Binding Hook.
