Author Biography

Frank E. Roberts retired from the U.S. Army Corps of Engineers in 1986 as a lieutenant colonel. He had served in the enlisted ranks for seven years and then as a commissioned officer for twenty-five years on both active and reserve status. His civilian career includes management and engineering positions in industry, among them president and chief executive officer of an electronics instrument manufacturing firm in Austin, Texas. Presently he is semi-retired and teaching industrial technology at a middle school in Mesquite, Texas
