Author Biography

Denis Fred Simon is Professor of International Affairs and Director of the Program in US-China Technology, Economic and Business Relations, Pennsylvania State University. Cong Cao is Senior Research Associate at the Neil D. Levin Graduate Institute of International Relations and Commerce, State University of New York.
