Summary

Particularly within the Asia Pacific region the expansion of higher education, especially when it has taken the form of rapid massification, brings to the center of policy discourse government efforts to develop effective policies concerned with how higher education can develop greater capacity such that it can provide access to a larger segment of the population within a context of equity.

Author Biography

Deane Neubauer is Emeritus Professor of Political Science at the University of Hawaii, Manoa, and Senior Consultant to the International Forum for Education 2020 at the East-West Center. He has a long-standing interest in globalization and its effects across multiple aspects of government, policy, and society. Yoshiro Tanaka is a Professor of Comparative and International Higher Education at J.F. Oberlin University in Tokyo, where he also holds the position of Executive Director of the Organization for Comprehensive Research. Prior to joining J.F. Oberlin University in 2005, he served as Professor and Chairperson at Tamagawa University's Department of Education in Machida, Tokyo, Japan.
