ABOUT THE AUTHOR R. Nagaraj is Professor at the Indira Gandhi Institute of Development Research (IGIDR), Mumbai. He obtained doctoral degree in Economics from the Jawaharlal Nehru University, New Delhi (at the Centre for Development Studies, Trivandrum, Kerala), and Masters degree from the Birla Institute of Technology and Science, Pilani, Rajasthan.
