It is now conventional wisdom to see the great policy challenges of the 21st century as inherently transnational. Thomas Hale is Associate Professor of Public Policy (Global Public Policy) at the Blavatnik School of Government, University of Oxford.

David Held is Master of University College, and Professor of Politics and International Relations, at Durham University.
