Author Biography

Pierre-Gerlier Forest is an associate professor in the Department of Political Science at UniversitT Laval. Gregory P. Marchildon is a Canada Research Chair in Public Policy and Economic History and professor in the Faculty of Administration at the University of Regina. Tom McIntosh is an assistant professor in the Department of Political Science, and Research Faculty at the Saskatchewan Population Health and Evaluation Research Branch, University of Regina.
