Summary

Municipal corruption is a problem of growing concern around the world. When city governments grow systematically corrupt, they don't work - and, the authors argue, neither do the usual strategies for municipal reform. Klitgaard, MacLean-Abaroa, and Parris provide numerous examples of corruption that go far beyond "greasing the wheels". But the authors are anything but pessimistic about the prospects for change. The fascinating case studies they use to depict seemingly hopeless problems turn out to be the starting points for successful reforms. "Preventing corruption helps to raise city revenues, improve service delivery, stimulate public confidence and participation, and win elections", the authors contend. "Corrupt Cities" shows how it has been done, even in the most adverse settings, and how it might be done again.

Author Biography

Robert Klitgaard, Dean and Ford Distinguished Professor of International Development and Security at the RAND Graduate School in Santa Monica, California Ronald MacLean-Abaroa, four-time elected mayor of La Paz, making him the longest democratically tenured mayor in Bolivia's history; minister of planning and foreign minister of Bolivia; manager of successful private companies and his own consulting firm; and a founding member of Transparency International and its first president for Latin America H. Lindsey Parris, management consultant on matters of organizational reform and retired U.S. Air Force colonel who managed aspects of the Strategic Defense Initiative and served on the staff of the National Defense University
