Author Biography

Kendra A. Hovey, a freelance editor and writer, graduated from Occidental College in Los Angeles and is currently pursuing a graduate degree at Ohio State University. Harold A. Hovey was president of State Policy Research, Inc., Mr. Hovey held a Ph.D. in political science and economics and a law degree from George Washington University. He worked in the Office of the Secretary of Defense and the Office of Management and Budget, Mr. Hovey died in 1999
