Author Biography

Udesh Pillay is the executive director of the urban, rural, and economic development research program at the Human Sciences Research Council. Richard Tomlinson is visiting professor at the school of architecture and planning at the University of the Witwatersrand. Jacques du Toit is a lecturer in the department of town and regional planning at the University of Pretoria.
