Summary

Over the last decade over 150,000 large enterprises in the transition states, i.e. Central and Eastern Europe and the Commonwealth of Independent States, have faced wholesale changes to their political and economic environments. Some of these businesses have successfully responded to the challenges and restructured themselves with great dynamism, whilst others have revealed themselves as being seemingly terminally incapable of reform. This paper identifies and examines more than 125 empirical pieces of research on the determinants of successful enterprise restructuring in transition countries. It examines the enterprise-level data to ascertain whether enterprises have responded productively to change and to reform measures. The paper summarises the evidence but does not venture into speculation of what this evidence implies for evaluation of policy.
