Economic Restructuring and Human Resource Development analyses education and training (ET) issues from the practical and analytical perspective of a planner and begins by asking one simple question, namely - to what extent have ET systems in the American and Caribbean region supported economic restructuring? The interest in this subject stems from a concern by governments over how they can manage change and what contribution education and training policies play in this process. The book is the culmination of three years research into this relationship in the American and Caribbean region. It draws on the academic and practical experience of the author who has lectured and undertaken consultancy work on this subject. A number of empirical country case studies are presented and analysed from a policy perspective. Finally, the conclusion addresses whether ET systems are facilitating change, simply responding to it, or are concerned with meeting other needs.
