Arthur Sweetman is director of the School of Policy Studies at Queen's University, Canada, where he holds the Stauffer-Dunning Chair. Jun Zhang is Cheung Kong Professor of Economics and director of the China Center for Economic Studies at Fudan University in Shanghai, China.
