Der Autor untersucht in seiner Arbeit den staatlichen Umgang mit privatem Eigentum in der NS-Zeit. Dabei analysiert er detailliert die eigentumspolitischen Auseinandersetzungen innerhalb der NSDAP vor 1933, den Eigentumsbegriff nach nationalsozialistischer Rechtsanschauung, die Enteignungsgesetzgebung, den Umgang mit bäuerlichem Eigentum sowie die Vernichtung der jüdischen Gewerbetätigkeit. Es zeigt sich, daß die Nationalsozialisten nicht daran interessiert waren, in großem Stil privates in staatliches Eigentum zu verwandeln. Vielmehr kam es ihnen darauf an, private Eigentümer möglichst umfassend zu kontrollieren. Der Versuch, in einem Reichsenteignungsgesetz einen der NS-Ideologie entsprechenden «neuen Eigentumsbegriff» festzulegen, scheiterte.
