En este libro se hace un análisis detallado de la evolución y causas del déficit público en la Comunidad de Murcia entre los años 1983 y 2003. En particular atendemos a las normas que regulan la elaboración, debate, aprobación y ejecución del presupuesto; las normas que limitan el déficit y el endeudamiento; el impacto de los nuevos métodos de financiación de inversiones ("Peaje en Sombra"),etc. Para evaluar la evolución de la situación financiera se introducen determinadas metodologías que permiten medir la "Transparencia Presupuestaria" y la "Sostenibilidad Fiscal", de acuerdo con experiencias avaladas por la OCDE y el FMI.
