Author Biography

<b>GEOFFREY ROTHWELL</b> is a senior lecturer in the Department of Economics at Stanford University and a senior research associate at the Stanford Institute for Economic Policy Research. He received his MS and PhD at the University of California, Berkeley.&#160; <p> <b>TOM&#193;S G&#211;MEZ</b> is a professor of electrical engineering at Universidad Pontificia Comillas, Madrid, Spain. He is currently Vice Rector of Research and formerly was the director of the Instituto de Investigaci&#243;n Tecnol&#243;gica at the same university.
