Summary

This textbook comprises the principal policy documents and multilateral legal instruments on international and European criminal law-with a special institutional focus on Europol and Eurojust-and a substantive focus on international, organized, and serious crime, including terrorism and data protection. It will provide students, as well as practitioners such as judicial and law enforcement authorities, lawyers, and researchers throughout Europe with an accurate, up-to-date, and low-budget edition of essential texts on these matters. The essays are placed in chronological order according to the multilateral cooperation level context in which they were drawn up: either Pruem, the European Union (comprising also Schengen-related texts), the Council of Europe, or the United Nations. With a view to strengthening internal coherence, certain texts have been inserted immediately following the text they modify, supplement, or otherwise relate to. Compared to the previous edition, this edition comprises twelve newly added texts. Three are data protection-related: the General Data Protection Regulation (2016/679/EU), which will take effect as of May 25, 2018 in replacement of Directive 95/46/EC (which remains applicable until then and therefore has been retained); the Police & Justice Data Protection Directive (2016/680/EU), which EU member states must comply with by May 6, 2018 (Framework Decision 2008/977/JHA, which it replaces, remains applicable until then and has been retained likewise); and the EU PNR Directive (2016/681/EU). Furthermore, the Europol Regulation (2016/794/EU) has been included, the replacement for the Europol Decision (2009/371/JHA) which no longer applies as of May 1, 2017. Further additions include various EU procedural rights directives and the Council of Europe Protocol to the Convention on the Prevention of Terrorism.
