Author Biography

XYMENA KUROWSKA Assistant Professor at the Department of International Relations and European Studies at the Central European University in Budapest, Hungary. She teaches International Security Theory, Statebuilding and European Politics. She has conducted extensive fieldwork in Georgia and Ukraine, researching externally assisted reforms in transitional societies.

FABIAN BREUER works in the Presidency of the European University Institute. He previously worked as project manager of the European Union Democracy Observatory and the EU Profiler and was also a project associate with the Global Public Policy Institute in Berlin, Germany, and worked for the press office of Javier Solana.
