Author Biography

Larman C. Wilson (B.A., Nebraska State College; M.A. and Ph.D., University of Maryland) is professor emeritus of international relations at American University, Washington, D.C. He was awarded fellowships at The Hague Academy's Centre for Studies and Research in International Law and International Relations (1974) and the OAS's Inter-American Juridical Committee's Course on International Law (1976). David W. Dent (B.A. and M.A., San Diego State University; Ph.D., University of Minnesota) is professor of political science at Towson University (formerly Towson State University) in Baltimore.
