Author Biography

Anton Katz is a senior barrister at the Cape Town Bar and a member of the United Nations Human Rights Council Working Group on the use of mercenaries as a means of violating human rights and impeding the exercise of the rights of peoples to self-determination. Max du Plessis is an associate law professor at the University of KwaZulu-Natal and a senior research associate of the International Crime in Africa Program of the Institute for Security Studies. He is also an advocate of the High Court of South Africa and a member of the KwaZulu-Natal Bar. John Dugard is a professor of international law at the University of Leiden and a professor at the center for human rights at the University of Pretoria. He is a judge ad hoc of the International Court of Justice, a member of the Institute of International Law, and an honorary member of the American Society of International Law. He is a corecipient of the Peter and Patricia Gruber Foundation Justice Prize. Arnold Pronto is a senior legal officer in the Office of Legal Affairs of the United Nations and a member of the Secretariat of the International Law Commission.
