One person’s terrorist is another’s freedom fighter. This is the—apparently unsolvable—dilemma that arises in discussions about the nature of terrorism. Surprisingly, this uncertainty has not impeded the Global War on Terrorism, in which every citizen has been reduced to a potential terrorist. This book addresses questions such as: What is the difference between political activism and terrorism? When does counterterrorism become state terrorism? As a result, the book presents a definition of terrorism from the perspective of systems theory that centers on civil rights and political liberties.
