Set in and around the Tower of London, this early Dr Gideon Fell mystery is full of atmosphere and surprise. A weird series of crimes has occurred involving hats, frequently worn at this period, being stolen and mostly subsequently returned. The newspapers start to refer to the "Mad Hatter" as the perpetrator. But then a body is found near Traitor's Gate at the Tower, with a stolen hat on his head. The owner of the stolen headgear, Sir William Bitton, has lost two hats in three days which is almost more remarkable to him than the fact that he may have in his keeping an unpublished manuscript by Edgar Allan Poe.
