Traditionally, policy-making has been analyzed within a national or a comparative framework in which the EC has been regarded as an external factor. Here the European political system itself becomes the unit of analysis. The authors introduce a framework for the study of EC institutions, policymaking and policy output. The possible lines of development of the EC are examined--from a system which will have strong supra-national institutions to a Europe composed of two or more divisions. Empirical studies of sector policies are presented, including strategic sectors which are prerequisites for the effective functioning of the internal market, namely transport, energy and standardization in the telecommunication industry. The final part of the book discusses the future economic and political structure of the EC and relates EC developments to the broader development of Europe.
