Author Biography

Victor C. Chen served as the principal investigator in the Radar Division of the U.S. Naval Laboratory in Washington, D.C., for nearly 20 years and has more than 30 years of experience in radar imaging and signal analysis, noncooperative target recognition, time-frequency analysis for radar applications, and radar micro-Doppler analysis. He holds an M.S. and a Ph.D. in electrical engineering from Case Western Reserve University in Cleveland, Ohio, and is a Fellow of the Institute of Electrical and Electronic Engineers.
