Author Biography

Deane E. Neubauer is professor emeritus in the Department of Political Science at the University of Hawaii, Manoa, senior research fellow of the Globalization Research Center (UHM), and senior advisor to the International Forum for Education 2020 Program of the East-West Center. Kazuo Kuroda is a professor in the Graduate School of Asia-Pacific Studies and Dean of the Center for international Education at Waseda University.
