Post-mortems of disasters often find that much of the death and destruction could have been averted relatively inexpensively. This is misleading, as prevention measures differ in their cost and effectiveness. Cost benefit analysis provides an economic yardstick to choose among them, but there are some complexities. Death and destruction are not uniformly distributed: they occur more in poor countries than in rich ones, and poor people within each country are more often the victims. Preventive measures also redistribute costs, benefits, and risks among different groups, within and across countries: a flood embankment may protect some but the redirected waters may damage others. So the economic yardstick, while useful, must be used with care taking ethical considerations into account. This book examines how to ensure that the preventive measures are worthwhile and effective, and how people can make decisions individually and collectively at different levels of government.
