Author Biography

Tran Van Hoa has taught widely at universities in Australia, Asia and the US and visited major international research institutes and universities. He was Senior Research Fellow at the Institute of Applied Economic and Social Research, Melbourne University.

Charles Harvie is an Associate Professor of Economics, University of Wollongong, Australia.
