Author Biography

Richard Caplan is a Research Fellow at the Centre for International Studies, University of Oxford and a Lecturer in Politics and International Relations at the University of Reading. He also serves as a Specialist-Advisor to the Select Committee on Foreign Affairs of the House of Commons.
