Clara Hemphill is director of the Public School Information Center at Advocates for Children of New York. She was an overseas correspondent for the Associated Press, a producer for CBS News, and a reporter and editorial writer at New York Newsday, where she shared the 1991 Pultizer Prize for local reporting
