Die RDA wurde als neuer Standard für die Beschreibung von Ressourcen und den Zugang zu ihnen in der digitalen Welt entwickelt. Aufbauend auf den Anglo-American Cataloguing Rules (AACR) bieten die RDA umfassende Richtlinien und Regeln, die alle Inhalte und Medientypen abdecken. Der neue Standard wurde vor allem für Bibliotheken entwickelt, aber es wurden auch andere Communities herangezogen (Archive, Museen, Verlage, Semantisches Web usw.), um ein hohes Maß an Übereinstimmung zwischen RDA undanderen Metadatenstandards zu erreichen. Die deutsche Übersetzung des englischsprachigen Originals wurde von der Deutschen Nationalbibliothek erstellt.
