Author Biography

Terry L. Anderson is the John and Jean De Nault Senior Fellow at the Hoover Institution and the executive director of PERC - the Property and Environment Research Center-a think tank in Bozeman, Montana, that focuses on market solutions to environmental problems. Richard Sousa is senior associate director, director of the library and archives, and a research fellow at the Hoover Institution. An economist, his research deals with human capital, discrimination, labor economics, and K - 12 education.
