The Regulator examines the opportunistic nature of power and its capacity for good or evil. Set in an imagined but wholly credible future, it moves through a series of vividly described events in which the main character is pitched into the uncertain and dangerous world of revolutionary politics with a background of experimental technology and pyschology. The use of sophisticated weapons and machines help to develop the plot, in which the noble-minded yet impressionable young hero is pitched against formidable adversaries, and has to wrestle with the natural temptations of the human psyche. An alternative universe, but one which will be recognisable from historical as well as contemporary developments.

The Regulator deals with the power struggles in an imagined authoritarian state, which is on the brink of change. It also explores the personal struggle within the personality of the main character who is both shaped by and helps to shape the tumultuous events described in the story.The state has carried out experiments in eugenics and the manipulation of human genetics. At the same time it has long practised social engineering through the removal of unwanted groups and isolating them in remote ghettos far from its core territory.The resistance army led by a charismatic leader, Torvin Luan, challenges the authority of the state. Amongst its ranks is the outsider, Dayle Venchan, who has developed unusual powers of mental manipulation and has suffered personally at the hands of the ruthless regime. He is looking for revenge and an end to the existing order.The resulting conflict sees Venchan growing in his power. Technicians amongst the resistance have developed a powerful device of mental control. This becomes a deadly weapon in the hands of certain trained members of the resistance but Venchan eventually acquires a much more powerful version for himself, which he wields in time for his own purposes.As the action turns in different directions it seems at first that the Supreme Regulator and the amoral head of the security forces may triumph. An eventual victory for the rebels produces a dilemma for Venchan. Aided by his enhanced mental strength, he grapples with the temptation of absolute power, whilst experiencing the pull of his compassionate nature against this. This internal conflict results in a surprising ending to a fast paced story.
