The Second Tier of Local Government takes a comparative approach to local European government. Through case studies, it identifies the differences in the institutional settings of the second level of local government among European countries. It then analyses changes in these institutional settings to provide information on debated reform options or dominant reform paradigms.The chapters are organised along common thematic lines. Author Biography

Hubert Heinelt is Professor of Comparative Public Policy, Public Administration and Urban Studies at the Institute of Political Science, Darmstadt University of Technology. Xavier Bertrana is the Head of the Centre for Local Innovation at the Diputaci de Barcelona and Researcher at the University of Barcelona.
