What social security rights are there for illegal workers? To what extent can health care services be refused by the beneficary, and to what extent can coverageof health care services be refused by social security bodies? This casebook is composed of two main parts. The first gives an overview of the ways related cases were decided by national courts in a number of European contries. In the second part the reader finds the crucial parts of the court decisions in about sixty cases. The decisions are published in their original language with a summary in English.

Author Biography

Prof. dr. Danny Pieters (1956) is ordinary Professor for National, Comparative and European Social Security Law at the K.U.Leuven (Catholic University of Leuven), where he is also Director of the Institute of Social Law and the Research Unit Europe and Social Security. Since 1995 he is serving as Secretary-General of the European Institute of Social Security, a scientific association with more than 400 members across Europe. He is program director of the Master in European Social Security, which is a multidisciplinary, multinational postgraduate study organized at the K.U.Leuven. Professor Pieters is the author of several books and articles in the field of European and comparative social security law. In 2005 he became a Member of the Academia Europaea.

Bernhard Zaglmayer studied law at the Karl-Franzens University of Innsbruck Austria. He started his career as a scientific researcher at the KU Leuven, working for the European Institute of Social Security, where he has been involved in projects related to social security law of the Council of Europe and the European Union. He has been working for the EFTA Surveillance Authority since 2006, first as legal case handler in the Internal Market Affairs Directorate and, since 2011, as Deputy Director of that Directorate. His main expertise is social security law (national and international) and European law in relation to free movement of persons, in particular social security coordination law and recognition of professional qualifications.
