This work will consider how the Supreme Court has been discharging the tasks of achieving the three goals of the 1947 Constitution from the inception of the Court to the end of the twentieth century. Author Hiroshi Itoh will examine the records of the Supreme Court in upholding civil rights and liberties, preserving the conformity of lower levels of laws and regulations to the Constitution, and maintaining the Court's relationships to the political branches. Taken together, the analysis of the three aspects of constitutional litigation will reveal the performance of the Supreme Court in contributing to the efficacy of constitutional democracy by maintaining the system keeping it adaptable to the ever-changing environment in and around Japan.
