Terrorism and tactical violence incidents are most times, first and foremost a high impact multiple casualty incident. This means that EMS and Fire agencies are directly involved in every response aspect for the consequences created by these heinous actions. Fire and EMS have the responsibility for saving lives, protecting property and conserving the environment (in that priority order). The lessons of the past vividly point to the dangers of responding to a terrorist incident. It is imperative that EMS and Fire response organizations assure that their response and operational doctrines properly prepare their members for the significant challenges that Fire Fighters and EMS personnel will confront. Terrorism and tactical violence incidents present a myriad of challenges for the Emergency Responder. First, responders will confront a violent, dangerous, and unstable scene that can kill them. Secondly, they may face new chemical, biological, and radiological threats with little (or no) protective equipment or training for this continually changing threat. Lastly, a successful attack will result in mass casualties and multiple fatalities. This complex combination of threats and high impact aftermath make these scenes unlike anything most of us have ever responded to before. These unknown or unfamiliar environments we may enter, only serve to amplify the dangers we will be required to work around in order to safely discharge our duties and save lives. The purpose of this pocket guide is to provide a quick reference of Fire and EMS regarding consequence management responsibilities during a terrorist attack.
