Fischer is a Reader in the Department of Civic Design at Liverpool University, UK, a Visiting Professor in the Research Centre for Strategic Environmental Assessment at Nankai University, Tianjin, China, chair of the SEA section of the International Association for Impact Assessment (IAIA)
