Cynthia A. Baker is Director of the Program on Law and State Government (PLSG) and a Clinical Professor of Law at the Indiana University Robert H. McKinney School of Law in Indianapolis.

Patricia E. Salkin is the dean and a professor of law at Touro College Jacob D. Fuchsberg Law Center in Central Islip, NY.
