Summary

Between 1980 and 2000, Peru suffered an armed conflict, massive human rights violations, and the destruction of its democracy. Since then, peace and a return to democracy have allowed the country to embark on transitional justice. This has meant a Truth and Reconciliation Commission, prosecutions, and reparations. It has also meant controversy over the rights of those accused of terrorism and the legacies of military impunity. This book examines Peru's struggle to restore human rights accountability and the political factors that have shaped its fate.

Author Biography

Rebecca K. Root is an assistant professor of Political Science and International Studies at Ramapo College of New Jersey, where she heads the minor in Human Rights and Genocide Studies. She holds a doctorate in Political Science from the University of Massachusetts, Amherst.

Table of Contents

"Rebecca Root situates Peru’s transitional justice (TJ) experience within the regional and global experience of TJ and within the evolution of academic and policy thinking about TJ. Specialists will appreciate her theoretically rich analysis of Peru's decade-long TJ process and its impact on Peruvian society. Moreover, her focus on how domestic and international actors have shaped Peru's TJ process and on how Peru has influenced evolving human rights norms is welcome. At the same time, her straightforward presentation of TJ debates and Peru’s recent history makes the book accessible to students and general audiences."

—Eric Wiebelhaus-Brahm, author, Truth Commissions and Transitional Societies
