This book provides practitioners with a ready and comprehensive reference to the procedures for the enforcement of competition law in the UK following the implementation of the EC modernisation regulation (European Council Regulation 1 of 2003). The modernisation regulation came into effect on1 May 2004, along with substantial changes to the Competition Act 1998 in the UK.As former Office of Fair Trading officials who were closely involved in the UK implementation of the EC modernisation regulation, the authors have first hand knowledge of the procedural changes in the UK and in Europe. They draw upon this experience, as well as the expertise of the Editor andConsultant Editor, in providing a truly practical and invaluable analysis of the modernised regime.This book essentially covers practice and procedure, while also providing a brief overview of the substantive elements of competition law (which have not changed). It provides comprehensive and up to date coverage of the competition law procedures relevant to businesses and lawyers in the UK today.The book is edited by Margaret Bloom (King's College, London), a well known and respected leader in the field of UK competition practice, and Anneli Howard, a barrister at Monckton Chambers specialising in competition law.

Author Biography


Elizabeth O'Neill works in the European Division at Treasury Solicitors, where she deals exclusively with litigation before the ECJ and CFI. Before joining Treasury Solicitors she was a Principal Case Officer at the Office of Fair Trading, where she was closely involved in the UK implementation of the EC competition law modernization regulation.
Emma Scaife is a Senior Associate at Freshfields Bruckhaus Deringer in the Dispute Resolution department, London. She provides general commercial litigation services (with a developing involvement in the pharmaceuticals sector) and has a specialized knowledge of contentious competition law. Before Emma's employment at Freshfields, she worked at the Office of Fair Trading (OFT) in Competition Enforcement Policy. She was involved in three major projects at the OFT: working with both the DTI and Parliamentary Counsel on proposed legislative changes to the Competition Act 1998; preparing a new package of OFT guidelines for UK business; and managing a "presentations team" to deliver training on the new legislation to approximately 200 OFT staff. In addition to these projects, Emma also represented the OFT in the work of the European Competition Network, which comprised all the national competition authorities of the EU Member States as well as the European Commission.
