Author Biography

Norman J. Ornstein is a resident scholar at the American Enterprise Institute for Public Policy Research, cochair of the President's Advisory Committee on Public Interest Obligations of Digital Television Broadcasters, and a regular contributor to Roll Call. Thomas E. Mann is director of governmental studies and the W. Averell Harriman Senior Fellow in American Governance at the Brookings Institution. With Norman J. Ornstein he codirected the AEI-Brookings Renewing Congress Project. Michael J. Malbin is professor of political science at the State University of New York, Albany, and director of legislative studies at the Rockefeller Institute of Government, SUNY's institute for public policy research.
