Summary

Anderson (history, U. of Wisconsin, Milwaukee) and Fienberg (statistics and social science, Carnegie Mellon U.) provide a history of the American decennial census, focusing particularly on the censuses of the last three decades. They discuss the controversy of the undercount, the various lawsuits brought to contest methodology and results, challenges associated with achieving an accurate count (particularly of race and ethnicity), and the interplay of law, politics, and science that fuel the ongoing debate. They conclude by proposing a new census design for the year 2000.
