Summary

In 1977-1978, the author observed the teaching of beginning reading in first-grade classrooms in the United States, Luxembourg, Holland, Sweden, Germany, Austria, and France, and rated teaching emphasis on a scale from 1 (for sight-word "meaning") to 10 (for phonic "sound"). Mixed programs were rated from 2 to 9. She immediately followed the first-grade observations by testing the oral reading accuracy, speed, reversals, and comprehension of second-grade children in the same schools in their own languages on a short test form from IEA (testing over 900 children). The two methods for teaching beginning reading, "meaning" or "sound," had developed diametrically opposite types of readers, with relative mixtures falling in between. Furthermore, the data showed that teaching beginning reading by "meaning" instead of by "sound" had permanently damaged so-called reading comprehension.
