Summary

Based mainly upon interviews with 90 specialists in the field of educational policy, this study examines the relationship between higher education policy and the state, focusing on the ways in which changing concepts of the nature of the state and its role have had an impact on the development of policy in the last 30 years. Kogan and Hanney (government and social sciences respectively, Brunel U.) present information on the dynamics behind the shift from state-subsidized independence to increased dependence on and deference to the state's policies.
